What Play actually requires
Every listing needs at least two phone screenshots, each between 320 and 3840 pixels on a side with a 16:9 or 9:16 ratio, and exactly one feature graphic at 1024×500. Tablet screenshots are optional but the console nags for them, and an app without them is marked "not designed for tablets" in search. The problem is never taking screenshots — it is that a screenshot off a modern phone is 1080×2400 (a 9:20 ratio), which Play will reject, and a 1024×500 landscape banner is nothing you can capture from a device.
This tool takes your raw captures and produces each size: phone portrait 1080×1920, phone landscape 1920×1080, 7-inch tablet 1200×1920, 10-inch tablet 1600×2560, and the feature graphic. Choose whether to pad to the target — the screenshot sits whole on a background colour — or crop to fill, which loses the edges but has no bars.
Screenshots of a website app
Take them of the app, on a real phone or an emulator, not of the website in Chrome. Reviewers compare screenshots to what the app does, and a browser address bar in a screenshot of an "app" is an easy rejection. Show the app's native touches where you can: the splash screen, the bottom tab bar, a push notification on the lock screen. Those are also what persuade a shopper that this is more than the mobile site.

Padding colour
Set it to your brand colour or the app's splash colour, and padded screenshots look designed rather than letterboxed. Keep the same colour across every image so the listing reads as one set.
